The very first Vancouver Chinese New Year Parade was organized by the Chinese Cultural Centre of Greater Vancouver in 1974 as part of the community celebrations for Spring Festival (Chinese New Year). The 1974 parade was an instant success and the Chinese New Year Parade has since become a popular annual cultural attraction in the Vancouver Lower Mainland.
In 1979, at the request of the Chinese Cultural Centre, the Chinese Benevolent Association of Vancouver took over the leadership role as the prime event organizer for the annual Spring Festival Celebration. Throughout the years as the number of parade participants and spectators has grown, the Spring Festival Celebration Organizing Committee has also expanded to include other groups from the community.
The Organizing Committee for the Vancouver Chinatown Spring Festival Celebration is currently comprised of:

- Chinese Cultural Centre of Greater Vancouver
- Vancouver Chinatown Merchants Association
- Chinese Freemasons Vancouver Branch
- Shon Yee Benevolent Association
